The Decision: Endorse a Disciplined, Verifiable Operating System for African Climate Value.

SEGA-EOP is deliberately conservative in what it claims and ambitious in how it scales. The request to AU-ASRIC is to endorse the model and enable the October 2026 launch.

Support the October 2026 launch and UtCS Global VCC registration.
Nominate country governance liaisons to enable pipeline onboarding.
Recognize the Sugar Beach pilot as the reference proof-of-concept.
