Independence Is Not a Slogan. It Is the Architecture.
Credibility comes from a strict separation of duties: UtCS operates, an accredited independent VVB assures, and Verra registers and issues. No party marks its own homework.
Three parties, three non-overlapping mandates.
UtCS Global
Programme operator
Onboards assets, screens eligibility, builds project design and MRV, and submits high-quality documentation.
Does not validate, verify, or self-certify its own projects.
Independent VVB
Validation / Verification Body
Accredited under ISO 14065 / 17029; independently assesses conformity and issues the assurance opinion.
Is not appointed to rubber-stamp — non-conformities are raised and must be resolved.
Verra
Standard & registry
Owns the VCS Program and methodologies; registers projects and issues VCUs after verification.
Is not influenced by UtCS — the registry decision is authoritative and independent.
The frameworks every claim is measured against.
The programme is designed so that UtCS can never be both the operator and the assurer. That separation is what allows buyers, regulators, and AU-ASRIC to trust the output.
Note: Strategic concept — subject to AU-ASRIC approval, Verra eligibility, independent VVB validation / verification, legal and registry requirements, and applicable jurisdictional regulation.
